Animal Product Exports to Non-EU & EU Countries
The legal requirements for exports to non-EU & EU countries are set by the authorities in the destination country/union, not by the UK. These depend on the products being exported, and the destination country.
However, the food safety requirements are agreed between the exporting country and the importing country and are included in an official document named Export Health Certificate (EHC). The EHCs are government-to-government declarations used to certify that a food shipment is fit for human consumption and meets safety standards or other required legislation for exporting.
Non-EU countries often require products of animal origin (POAO) to be accompanied by an Export Health Certificate (EHC) issued in the UK by the Animal and Plant Health Agency (APHA) and signed by an Official Veterinarian.
What is the function of a Health Certificate in export?
- Certifying that governmental body of the exporting country has examined the concerned food consignment
- Certifying that food of animal origin, or non-animal origin subject to exporting, is fit for human consumption.
- Certifying that the food consignment has been produced according to required food legislation.
- Certifying that the food consignment has been produced by one of the legitimate manufacturing companies

EHC Online
Export Health Certificate Online is new, digital online application system developed jointly by Department for Environment, Food and Rural Affairs (DEFRA) and APHA. The EHC Online replaces the manual PDF system which requires forms to be downloaded, filled in manually and sent to APHA via email. It can be accessed via gov.uk and enables exporters to submit their EHC via gov.uk.
